Instructions
- In a bowl, mix ground beef, soy sauce, chili flakes, ginger, garlic, and green onions.
- Place a spoonful of the mixture onto a dumpling wrapper.
- Fold the wrapper and seal the edges with water.
- Heat oil in a pan over medium heat.
- Add the dumplings and cook until golden brown.
- Add water, cover, and steam for 5 minutes.
- Serve hot.
